Windows XP Pro Folder Security

Ok. I am starting to think that one of the security features of the Windows operating system is the fact that they change the security administration user interface in each version.

I am used to the Windows 2000 function which allows you to right-click a folder and, at a granular level, change the user access permissions to the folder. So how do I accomplish the same thing in Windows XP Pro?

I have to go through a wizard which creates a network and then I have to Share this folder on the network? In my case I only want the ability for my web app to be able to update my Access database. So really I only care about the IUSR_MachineName. But I have to expose the folder to all network users??? And allow network users to change my files??? Are you serious ???
