I've got a DNN installation that I successfully upgraded to 5.1.4.  My primary language for my two Parent Portals is English - Canada, When I go into Admin - Languages, I see both English Canada and English United States, however I cannot access English United States from anywhere.  I've tried enabling it in Admin Extensions and Host Extensions, however it doesn't show up there either.

Accepted Answer 

It took a bit of digging, but going into admin - languages, selecting English (United States) and the editing the language allowed me to enable it.   All fixed.
