I can also confirm that the issue in my case was with a missing NewtonsoftJson.dll

In my case it got deleted by uninstalling the DnnSpot LiveChat module (that did not work on Dnn7 for the record)... I just restored the file from a backup and everything is fine.
This thread if old but in case someone can use this info...

If you are referencing a file on your page that returns a 404 then you will not be able to go into edit mode. This would include any css file that references an image that returns a 404.

Just an addition to all of this we started experiencing this on a live system running 7.3.4 Pro ourselves.  It's a Win 2008 R2 system fully patched with 2 websites running on the same install.  We've tried all of the various listed fixed to no avail.
  • Newtonsoft.Json.dll is there and the right version
  • runAllManagedModulesForAllRequests="true" is set
  • Attempted clearing cookies and sessions, cycling app pools, and IIS
  • IIS patch is not needed with the version of Windows
Using the Ribbonbar does work though but is an awkward fix. We're in the process of migrating to an 8.x Pro copy right now though so hopefully we don't run into these issues there as well.
