Issues done for Help 03.00.02

Issue HLP-3214 was fixed, the list of nodes that the ChangeOrder routine was using was only the Active nodes thus when trying to reorder a node that was invisible itnever found the node.

Also dicsovered that when i changed Order to ViewOrder the db needed to be updated.

HLP-5651 was also done, had quite a few requests to add the navigation to the top of the detail page as well.

HLP-5653 was that the tree did a postback in the HelpEdit page which was unnecessary, I added a new parameter to the routine that renders the tree to allow the passing of the ClickAction to the routine.

We also triaged this release and put new features into 3.1.0 and have a plan to release that by the middle of June.  3.1.0 has some nioce features like related cagtegories and related tutorials.
