I have setup my webiste to use AD on DNN v4.7.  All is setup and when i browse to my site for the first time i get redirected to "DesktopModules/AuthenticationServices/ActiveDirectory/WindowsSignin.aspx".  If i browse to the website again it takes me to the home page.  Am i missing something?  why does it always go to this page the first time and display this IIS message, "You are not authorized to view this page"

It sounds like you haven't setup the IIS permissions on the WindowsSignin.aspx. This is covered in the documentation (http://www.dotnetnuke.com/Products/Development/Forge/Authentication/Downloads/tabid/852/Default.aspx)
