When an event is created that allows enrolment, there is no option to add users to the enrolment when the event is created. You have to go back in and edit the event to add users.

Is there any option so that register use can enroll himself??

Currentlyony site admin can enroll users

Events module has extended enrollment features, besides, if you need to grant users to subscribe to user roles, configure those to be public or use RSVP feature.
