Is there an easy way to do this? I want to reference/duplicate a couple modules to all the descendant pages.

AFAIK, there unfortunately is not. you may copy permissions and container though

So if a page is created that holds certain modules common across several sets of pages (ie, the vendor module to show randomized banner sets, or the content layout module), every time i copy that page, or use as a template, i have to touch/reset the options of those modules?

I ask because, that is what i am having to do, and on a 100+ page site that time ads up. 

Please tell me we have some recourse for this?

if you are referencing the same module instance, module settings and permissions will be re-used, but there are page specific settings, which might need to be adjusted per page reference.
