I was wondering, is there a way for a user to block another user from contacting them on DNN?

One could block all users by simply not providing a good email address.

if you are talking about DNN messaging, you may disable the feature for your site.
you may also switching from drop down list to test suggest box, which should make spamming nearly impossible on large sites.
