Using DNN9.1

I've skinned a few sites recently and noticed something very strange when adding a module to the page,

The page Jumps down and is the site gets a black overlay, but i cannot see the console/panel that has the list of modules (if i go inspect element the console/panel seems like its way above or below where it should be). When i do see the console / panel and add an HTML module the page reloads and there is no sign of the module anywhere. if you press refresh the page, it asks if you are sure to reload the page. (like the module is sitting on the page just not visiable)

Is anyone else getting this issue?
