please help one of our clients had a dnn site which we want to upgrade from version 7.0.6 to 9, however if you login as the superuser and goto host settings we get this error

Error: Host Settings is currently unavailable. DotNetNuke.Services.Exceptions.ModuleLoadException: Object reference not set to an instance of an object. ---> System.NullReferenceException: Object reference not set to an instance of an object. at DotNetNuke.Modules.Admin.Host.HostSettings.BindSmtpServer() at DotNetNuke.Modules.Admin.Host.HostSettings.BindData() at DotNetNuke.Modules.Admin.Host.HostSettings. (EventArgs e) --- End of inner exception stack trace ---

We backed up the site and ran a 7.0.6 >>> 7.3.4 > 8.0.3 >>>> 9.0.2  upgrade, but this error persists in all of the versions, how do we resolve this issue, can you please guide me as to where I could edit the db or whatever so we can fix this problem.

most likely, the site was hacked and host settings reset.
Please check Host > Superusers for unexpected accounts being created within the past year.
please check table HostSettings, make sure the values are correct (you may try my script at https://dnnscript.codeplex.com/releas..., but I didn't test it on DNN 7.0.x)
