Oh ...      so, I'm supposed to enter the information into Web.Config first, then?

Oops that's probably my mistake not recalling your original post correctly.

If the installer web page asks you for those connection details then that is where you enter it. The installer puts it into web.config as part of the install process.

What is confusing me is that the DB user I specified in the connection does indeed have DBO permissions. Installer is saying it doesn't.

The user needs to be granted "dbOwner" role for your database.
It should also default to dbo schema
