I have a proposed website design that would require the navigation menu to link (scroll) to content anchors (ID/Class) on the same page. I've found very little about how this could be achieved within DNN. Any help would be appreciated.

Anchors on the HTML Module can not be added to the Navigation System.   You can add manuell Links or Buttons into the HTML Module Content.

With the default menu, you can use the link option of a menu item to link it to a url.
You simply redirect to the full page path with the anchor link at the end.
Should work but feels a bit dirty. ;-)

Not with the default menu:
I created a similar solution using javascript to generate a menu with all the modules on the page for an intranet.
With anchors this should not be very difficult. Search all links without a href..

You could also write your own exntesion (module or skin object) for this task (using VB or c#).
Or ask someone to write it for you, let me know if you need someone for this task ;-)

I'd previously tried the first option you mentioned by changing the url and including the anchor link. :) However, DNN throws redirect loop errors (may indicate another underlying problem). Under a time constraint this seemed the quickest. :)
