When you created the user in SQL did you make them part of the DBOwner role?

No. Never have been able to change this property before and has never been an issue with new installs or update. Shared hosting service.

If it is a shared hosting service you'll likely need to talk to the host.

User needs to be in the database owner role as far as I understand it, perhaps they changed the default roles recently for your host.
