DNN Platform 9.2.1

Site is setup to manually authorize new users (I.e., "Private" registration mode). When I authorize new users, an email is not sent to them informing them as such as I believe it used to do. Other emails are being sent properly, however, for example, if I add a new role to a user, they get an email.
