I have a 2 part question
1) We wish to move DNN 9.1 to a new server.  Aside from the mechanics of the move, which we're comfortable with the process, is there an impact on either the dnn licence or any licensed modules?  Moving from a 2012 to a 2016 server.  That server will have a new name. 

2) We are also transitioning to new site designs and new content. No content will, or very little, from the old sites will be required. As another strategy, as our DNN is 8+ years old with many upgrades, changes, redundant files etc we are thinking to start with a new clean install of 9.2.01. If we went that route is there anyway to rensytall our modules and retain the licencing.

For licensing, it depends, there is no standard way for module licenses. I would contact the developer for each third party module to inquire about it. Some have no problem, some are licensed per server (so the license will probably no longer work), some a licensed per domain or per site. Some use the machinekey in the web.config as part of the licensing, so moving may work but reinstalling on a new instance with a different machinekey will not... It varies.

DNN has only a license if you are using Evoq. Free DN platform can be cloned and moved as you like.
3rd party modules might have their own schemas to make sure, not to be re-used.
