Upgraded installation of DNN from 7 to 9.0.2. 
No errors noted during installation. 
All site pages appears fine, except:

Site Settings -> Site Behavior -> More -> Open HTML Manager --> Error received

HTTP Error 404.0 - Not Found

The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.

i suggest re-installing latest version of the HTML Editor provider.
