Hi,

This happen to me in the past and it was a module set to all user edit it.
Now I checked te permissions of the page it was set only to all user see the page, and it has the lock for the admins to edit it.
In the modules, or are hidden (only admins can see it) of have the same permissions of the page. Here's one example: http://www.isal.pt/Cursos/P%C3%B3s-Gradua%C3%A7%C3%B5es.aspx
I'm runing DNN 7.0.6.
Only some of the site pages has this issue. Can you help? Thank you

Have you verified permissions for the pages and the modules for those pages where the Admin bar appears?
