Is it possible that something is hard coded into the skin?

 Chris, you are right, the default theme XCILLION is the culprit.  The "services" gone away if i switch to other theme.

did you check the resx file inside the /app_localresources subfolder of the skin folder, whether it contains a localization for it?

there are 87 folders with the name app_localresources. Any hint with resx file i should look out for?
