I have a website running on DNN 07.04.01 with Composite Files enabled along with Minify CSS and Minify JS. I upgraded to 9.1.1 on the test environment and now I see separate requests for each JS, the composite files feature is not working. I set up the brand new DNN 9.1.1 environment, enabled Composite Files with the same results as well. Is the Composite Files feature broken or am I missing something? Any help is greatly appreciated.

Please make sure debug="false" in your web.config. Otherwise, it will not work. Hope that helps. This one has gotten us more times than I care to admit! LOL
