I am trying to modify the code behind for Login.ascx.  Where is that code located?  I does not look like it is in Login.ascx.cs, as my modification had no effect, and I even deleted Login.ascx.cs and the login still worked.

it's propably compiled into some dll in the bin folder...

What you could do is writing your own login module and use this on a custom login page.

DNN 8.0.0 and later compile the .cs file of DNN website into DotNetNuke.website.dll.
As Michael stated before, the best option would be to create your own custom derived version of the login control.
