With a relativ new install f DNN 9.1.1

1) There does not seem to e a setting in site settings to apply a skin to a portal
2. Changing the default skin in the "themes" selection has no effect.  The site retains the default skin regardless.
3. When applying a different skin to an individual page - many themes do not show up as a choice although they are liarws in both extensions and Themes
This is happening with several themes -(example - DNNContra and DNNBooster and dnnMdesign from the DNN Store)

Anyone have a guess as to what is happening and how to fix it (other than convert the site to Drupal)?

Please read this post, they are going to fix it not sure if the solution apply to your version, but you can try upload the skin on portal level by yourself and then select it, if still not visible you may try change portal setting from database.

1) skins are now called themes There are still known issues applying themes in DNN 9
2) please be aware that a page theme might override the site default theme.
3) only themes in theme packages are listed by design.
