At some point I figured this out because my live version is correct, however my development installation is wrong.

Dev version has <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">

Live version has <!DOCTYPE html>

Prior to updating to DNN9 I knew where to fix this. I had figured this out and thought I had updated both but apparently did not and now I can't remember what I did.

Anyone have any suggestions.
