Before DNN 9, making a site mobile compatible was very easy.  Now, I have two new sites that look terrible on mobile devices, and I see no easy way to fix that. Anyone have any advice on this?

Any reason you can't just use a responsive skin?

Unfortunately, there's no easy "here is the answer" for you, but Chris's advice is one of the first places to start.  

In order to really make this happen, you'll need to evaluate everything... What skin you're using, the version of DNN you're on, and all of the custom/third party extensions you have in use.  All of these things will potentially have an impact on how much work it would be to make your site more mobile-friendly.

there are reasons for responsive approach and reasons for mobile specific versions of your site.
if you follow the second pattern and you encounter display issues with the site, you should check CSS files applied - some of the css defaults have changed from DNN 7 to 9
