When I edit a user or create on from admin, I get the following screenshot.  There is nothing in the admin log.

How do I fix this?

there should be an error logged in DNN event log (or latest file in /portals/_default/logs)

There is no error in the log. However, I have just noticed there are no subdirectories for my users in the Users directory of the portal.

Is this to be expected?

each user should have a personal folder, deep inside /users/... subtree.
Please check permission. Folder is created as soon as the user logs in for the first time.

I discovered the problem.

The issue was the default folder provider specified in the web.config was set to a provider that wasn't installed. The default provider set in the asset manager properties was set correctly, but evidently when you create and edit users, it uses the default provider from the web.config
