 I found a module to do this at https://usersexportimport.codeplex.com/ but its last update is 2 years ago.  I'd be moving users from 7.x to 8.x so my guess is it will work.  

Could use some input.  Is there a more recent module?

I'm pretty sure that it will work just fine. I use that module quite a bit.

Works perfect.

I'll email the developer and request they note their module works with whatever DNN versions, so there's no question.

This way if it also works in DNN 9, folks downloading it will be certain of its use.
