Im using dnn 9. I changed site skin and then site is shown without css styles. if i view page source i can see .css files are correctly loaded. even if i save site to local disk and open it css is used. WTF is happening?

I found out in Chrome console network tab that this error is guilty that no css styles are applied:

Resource interpreted as Stylesheet but transferred with MIME type text/javascript
It says that for all .css files.

How to fix this?

It could be the minification settings in DNN.

Turn off the setting by navigating here:

Settings > Servers > Server Settings > Performance > Enable Composite Files

Turn off "Enable Composite Files". Does this fix it?
