I was running DNN V8.3 as host and everything was ok, I then switched to administrator and I realized I had to access to file management. "The user doesn't have correct permissions to browse this folder" nothing in the file management folder. 

No problem with Host I can see both Host and Admin files management. 

I upgraded to DNN V9.1 and here it is move visual. When logged in as administrator none of the setting or editing icons are visible right below the DNN Logo on the left black vertical stripe. 

Help to solve this will be greatly appreciated.

Nelson, did you have any modules other than what comes with the DNN instance?
All I was using is a skin I use all the time and an RSS reader.
I had another issue I could get solved, I was not able to place modules on a page.
At least this instance I only have 1 page done.
Anything comes up I'll let you know.
