Hi,
This seems weird and I don't think there is a setting for this. I can only think of two things I would check:
1. Since you checked the page and module permissions, I would then check if she is really an Administrator. Did you create another role to give her permissions or did you add her to the default Administrators role? (this could be the case only if you assigned her to a role you created and then gave view permissions to the page but not edit)
2. It seems unlikely to be a browser issue, but you really never know. Can you login with her user? I would login with her user, check what she sees in recycle bin from my own browser.

PS: check the event viewer after you load the recycle bin with her user. Perhaps an error is logged there that can guide you through.
