Through DNN 9+, can we enable comments per page, but only for administrators and editors to see and comment on?

Or do we need to purchase a separate module to perform this kind of functionality?

You could add an HTML module that is only visible for admins (by default) and editors. There you can write your comments.

you may even place the comment in page header in page settings, but that would require to open settings first to retrieve the value.
