I have granted access to the user accounts page to members of Member Management

I have assigned myself to the Member Management role 

I have enabled "Manage Users"

 

I can get to the user management area

 

but when I click the pencil icon, I am told I cannot edit the user's profile

but I CAN edit their roles

What am I missing?  I don't want to give admin access to everyone.  The webmaster has it now because she needs to manage accounts, but I really don't want everyone who needs to edit a phone number to have admin rights.

Hi JoAnn,
there are additional checks in the default Users And Roles to make sure, only Admins and Superusers are able to access this module.
You would need to use a 3rd party module (or maybe DNN 9, I haven't tried yet) for delegating user management.
