Let me help clarify the scenario...
The page settings I was using is as follows:
I have the following parent and child page:

/Personal-Insurance/Homeowners |
In this scenario, after it is saved, I've had a couple different scenarios play out.
1. When you hover over the menu, the URL is /Personal/Homeowners-Insurance and not what it was saved as. In this case, clicking the menu has resulted in a broken page, or a broken page that then redirects to correct page. Then, editing the page settings, the url is changed from what it was saved as to the one shown in the hover.
2. I can't get to the 'Homeowners Insurance' child. Clicking on the child in the menu always just takes me to the parent '/Personal-Insurance' page, even though the URL in the browser is correct. The only way to edit this settings for this page is to use the 'Pages' module and click the gear. Then when i do, the URL for the page in the page settings has been changed to /Personal/Homeowners-Insurance. At one point, the only way I could actually view and edit the child page was to change the Page Title and Page URL to NOT use a dash at all.
3. Viewing the page works correctly. But, if you edit the page settings again, change the Title and leave the URL set to '/Personal-Insurance/Homeowners' and save the settings, It will actually change the URL to '/Personal/Homeowners-Insurance'
Since your scenario worked, it must be something to do with the dashes '-' being in the URL.
I hope that helps explain where I'm seeing the bug.
