Many DNN administrators depend heavily on the site wizard that is currently bundled with DNN 9.  Sense it appears that the site wizard is categorized as a legacy item that will be removed eventually.  What will be the "soon-to-come" replacement process for it so that administrators can easily skin or theme unique portals under their single installation of DNN 9+

I never found the wizard an essential tool. I could do everything I needed without using the wizard, so I never learned to use it.

As I understand it, when you go to Manage | Themes, it looks like one can only adjust the theme for the current site - not for each of the subportals. That's the issue, right? I thought one could go to Sites and do it there, but no, not too easy!

You might try going to the bug tracker and state your use case and what you'd like to be able to do as an enhancement:
