Maybe I'm missing some documentation some where but how do we edit the menu items under Manage and Settings?  I cannot find anywhere to do this.

I need to remove some menu items from Manage and Settings

I don't think there is any way to edit these items in the new Persona bar. You could fork the projects from GitHub though and do it in code.

Though there is no admin tool yet, you could alter the items in the PersonaBarMenu & PersonaBarMenuPermission database tables...

I have not personally tested this but if you are required to make the changes it would be where I would start.

Backup the db first... just in case things go off the rails.
