I have configured a custom Log4Net appender in `DotNetNuke.log4net.config"

```
<log4net>
<appender name="SeqAppender" type="Seq.Client.Log4Net.SeqAppender, Seq.Client.Log4Net" >
  <bufferSize value="1" />
  <serverUrl value="http://localhost:5341" />
</appender>
  <appender name="RollingFile" type="log4net.Appender.RollingFileAppender">
    <file value="Portals/_default/Logs/" />
    <datePattern value="yyyy.MM.dd'.log.resources'" />
    <rollingStyle value="Date" />
    <staticLogFileName value="false" />
    <appendToFile value="true" />
    <maximumFileSize value="10MB" />
    <maxSizeRollBackups value="5" />
    <lockingModel type="log4net.Appender.FileAppender+MinimalLock"/>
    <layout type="log4net.Layout.PatternLayout">
      <conversionPattern value="%date [%property{log4net:HostName}][Thread:%thread][%level] %logger - %message%newline" />
      <locationInfo value="true" />
    </layout>
  </appender>
  <root>
    <level value="DEBUG" />
    <appender-ref ref="SeqAppender" />
  </root>
</log4net>
```

In my module code, I do this to get the logger:

```
 DotNetNuke.Instrumentation.ILog logger = LoggerSource.Instance.GetLogger(typeof(MyTestClass));
logger.Debug("Hi There");
```

But nothing appears to happen. Looking carefully at the instance of the `logger` - I can seemingly get to information about the `Appenders` that are configured but this is always an empty list - which makes me think Log4Net appender configuration isn't being loaded correctly?
