So, to be able to upload or use an HTML template, you have to enable the upload of HTM/HTML files in Host Settings and keep this option enabled.

Unfortunately, allowing the uploading of HTML files allows spammers who are able to get accounts to upload their spam HTML ads.

Is there any other option? (I was hoping it could use files with the extention of HTMTEMPLATE for the visualizer, but no such luck.)

You could copy your HTML template content, then use an HTML module to paste it in. Then I think you could use the module template manager to save it without enabling html file uploads.

That method still generates .htmtemplate files extensions which the Reports module won't use.

I came up with a solution that resolves this.
I modified \DesktopModules\Reports\Visualizers\HTML\Settings.ascx

I added "txt" as a file extention for ctlTemplate so that TXT files could be used as HTML templates for the Reports module.
