I had a portal expire and for some reason I can't get in through my HOST login account and see portals tab. So I am trying to find where I can re-activate portal through SQL databaase till I figure out why I can't get in the regular way.

the ExpiryDate column in the Portals table is where the value is stored - you will have to force an app recycle to invalidate the cache e.g. edit the web.config, add a space, remove the space and save.
