Yes, that is correct. There is actually no “_new” defined as frame target names by W3C HTML standards. The only four reserved names are “_blank”, “_parent”, “_self” and “_top”. However, the “_new” value works the same way as “_blank” to launch the linked web documents in new browser window because of graceful error handling by web browsers.

In my testing of this option, I found that _blank did not work, but _new did.  I image it may be something to do with browser code of the IE7 and FireFox 3 versions I tested.  So, I put it out there, and prolly not the only one doing it, the point is that it can be done.  If you can do it with _blank, be my guest.  I do try to follow specs, so it's probably the wiser choice.

please check marquee reference here: http://reference.sitepoint.com/html/marquee
you may specify Scrollamount="2" for example.
