Why can't my host account edit portal details in DNN7?

When I go to the Host --> Site Management page, there are no edit icons next to the portals. With some sites that I login to with the host account, the edit icons will appear if I click on the alphabet character of the first letter of the portal (when the single portal is in the list, there is an edit icon).
I've had other similar issues with options not visible. For example, I created an admin account for one of my portals and when logged in, and trying to edit Page Settings --> Advanced Settings, there are no 'Cache' or 'Other' options listed. (So I can't redirect the pages, etc)
