Any suggestions would be appreciated. I don't have a Windows 8 or 10 workstation and want to show management the potential for using DNN for a Help portal. Therefore I downloaded 8.4 and followed a tutorial by Chris Hammond on YouTube. I get the following when starting the site and I tried all the same steps configuring IIS, and file permissions, etc. on two different Windows 7 pro workstations.

 Description: An error occurred during the processing of a configuration file required to service this request. Please review the specific error details below and modify your configuration file appropriately.

Parser Error Message: Unrecognized attribute 'targetFramework'. Note that attribute names are case-sensitive.

First guess is that the AppPool is set to run .Net 2.x Try switching to .Net 4.x

If 4.x is not there then you will need to install .net 4.5 on the machine first.
