__RequestVerificationToken should always be there, even in view mode. You should see it in page source. You can read it as below.

var rvtoken = $("input[name='__RequestVerificationToken']").val();

There is no hiddenvalue '__RequestVerificationToken' in my popup-Iframe when I am not in edit mode. The popup-mode reacts different when edit mode is not activated. The class="dnnEditState" on the body is missing and a few javascript functions like setupactions and resize are missing also.

The hidden value "__RequestVerificationToken" is not available in the popup when I am not in dnnEditState. I see more differences in the popup when I am not in editstatemode, the class="dnnEditState" is missing and some javascript function are missing when not in editstate mode.
