If I don't remember incorrectly, there used to be a setting in DNN to allow the Admin pages to have a different theme/skin than the rest of the site but can't seem to find this option today. Is there such an option and if so, how do we find it?

the admin (or, more correct edit skin) is configured in Admin > Site Settings, section Appearance).
If you prefer to apply a specific skin to all pages in admin menu, go to page settings of /admin, apply the skin and select "copy to descendants".
