I just recently upgraded from 7.3.4 to 8.0.3 and I was expecting the menu interface to slightly change to the way it looks in the new evoq conent with everything on the side.  Is this in this version or is it my customized skin that is keeping everything at the top?

Yes, our theme (skin) is what determines the look and feel of your site, not DNN.

So, if you want to change the way things look, you'll have to modify the theme.
