Hi I'm using CK editor and wondering whether I can give non admin users the ability to specify where to place a new page.

Currently non admins don't have the ability to select a Parent page when adding a new page. Can I grant them the ability to do so?

By design,non-admin users may create child pages of the current page they are viewing.
I noted a few issues copying / referencing existing content though recently.
You may check out 3rd party modules to overcome these constraints.

On a related note, is it possible to allow a non admin user to see Page Management ?

Tom,
AFAIK the Page Management Module has an internal check to be used by Admin users (Members of the admin role) only.
I see a use case for providing access to other roles as well, but maybe some functions (like access to admin pages, login, register) need to be secured internally first.
I suggest entering an item into "User Voice" section of this website.
