We have a site in DNN 07.02.01

The site is standard in Dutch, but there is 1 user for who we want to change it to English. We have designed the modules to use labels so that we can translate using Resource files and not with different urls.  

In User management we have set the language for this user to English, but all labels still display the Dutch translations. I have played around with all the checkboxes but without any luck.

Why does it not display the English labels ?

does all other parts of DNN show up in English? Did you enable English language for your site (in Admin > Languages)?

Both Dutch and English are enabled.

If I set the site language to English, it is displayed in English. But I want the site language to be in Dutch. Only for this user it should display the lables in English. This user does not see any standard DNN modules, only custom made modules. But since I am using the LocalSharedResourceFile and it displays the label in Dutch, it should work to my opinion. But it doesn't work.

try to get localization working first, before applying it just to the single user.
Of course, he needs to use English language, which should be selected automatically upon login, if configured in his user profile.

Does this mean that I have to enable localized content,  have to translate all pages and have to change the url for the site ?

I thought that setting the language for the user to English and using the Localization.Getstring would automatically return the labels from the English Resourcefile.
