I'm having a problem getting the default site language to change correctly with a language pack added after the initial install, meaning not one of the languages(5) provided as part of the install .  Our site need to default to Canadian french and that currently doesn't exist. What I've done to jumpstart our conversion is create a create an fr-CA language pack out of the fr-FR for each of the resource types using the internal option in the language section. I have gone through all the files to insure that the resource file names were correctly identified with the appropriate language. This in itself works OK and allows me to install the language pack so that fr-CA is user select-able. Having complete that in an acceptable fashion I wanted to set that as the site default language. 

I can switch the site default language to any of the provided languages and save correctly but I can't do it with the fr-CA. It gives no errors but just simply doesn't save it.  Anyone succeeded in accomplishing this?

It would appear that it is an internal issue either caused by an incomplete file(s) created by me or the import of the language . The following was found in the event viewer..

I have managed to fix my issue. I had created the language pack as fr-Ca instead of fr-CA. I manually modified the value in the languages table to the correct one (fr-CA) and I am now able to set the desired default language. Apparently it matters :-)

thanks for the update - I don't know of a reason for the case-sensitivity, it's probably unintended.
