Since version 3 or something the module uses UTC to store times in the DB. This is quite a headache, to say the least. The underlying thought is that maybe people are blogging from different timezones to the server. So all needs to be coerced into a single time system.

To debug what you guys are experiencing you need to determine the following:

  1. What are my timezone settings in my user's profile on DNN? This is assumed to be the timezone you're blogging from.
  2. What is the registered time once stored in the DB? Is this the UTC time that I set?
  3. What is the time zone setting of the site? Are the website and the DB server on the same machine? Or are they in different timezones?

This will help you determine if it is a time zone issue. I'll happily examine a specific case closer if you think you've uncovered a bug. But you first need to drill down using the info above.
