I'm trying to redirect the following URL: 

to this one: 

This should happen to all the pages based on those parameters. The variable is the 123 before the Default.aspx.

Any ideas how to do this?

There are a lot of redirect modules that can handle this for you out there.  This happens to be one one of them.

Maybe you can make a rewrite rule to capture this parameter:

You can use the Open Url Rewrite Functionality:
Or default DNN but you probably have to upgrade to the latest version  of DNN 712:

You can also make direct Rewrite Maps in IIS/web.config:
