Hey,

I'm having trouble figuring out which settings to use to allow a content editor to edit the text in the blocks *and* have the blocks display only on the pages designated by the administrator/user 1.

Not sure what you mean by "blocks"

And administrator can put a module on a page, and in the module settings of that module (which become accessible if the page is in edit mode), he can define which roles and or users have which permissions for the module.

On top of that, permissions can be set at page level. By default, modules inherit permissions from teh page, but they can override that. See here for more information: http://help.dotnetnuke.com/070000/#Do...
