I'm having an issue with the File Manager.

Several folders on the site are setup to have specific Open/Browse/Write permissions through the File Manager. The issue is that a Superuser can still see all the sub folders on the site, while a basic Administrator can't see any of the sub folders.

I even removed the folder permissions through the File Manager (and manually deleted a few through SQL as well) and wasn't able to get the sub folders to show for administrators. 

This site is a DNN 4 site that has followed the correct upgrade path and is now on DNN 7.0.6.

Any thoughts?
