I've been trying to build a fairly locked down version of Dot Net Nuke.  So I created a role with very, very limited capabilities.  But one role I would like to assign it is, is to "Approve Users Whom Register". 

But it requires Administrator rights; is there another way?

not via the users module - you can write your own custom module to expose that API action and apply any permission you like.
